Few miss such a feature, or those who do are being silent anyway.
Feel free to take these as academic arguments.

Your question can be rephrased: do you really want to change the
content of a string from upper case to down case?

You don't absolutely need.  You can always do string = string.downcase
just like number = number.deg2rad.  So the answer, I guess, is not
``yes'', but ``why not?''.

The issue is, if you're not aware of Ruby's take on values and
variables (as matju pointed out), similar situations seem to present
different behaviours.
