Try something like:
  ./configure  --prefix=/usr --with-tcl-include=/usr/include/tcl8.2/ \
--with-tk-include=/usr/include/tcl8.2/ 

Other options are --with-tcllib and --with-tklib (but I get suspicious while I
read this back, --with-tcl-lib seems better. YMMV).

I had to do the same on my debian PC and an arm-based machine that I do
not own and is not as tidy as my own machine.
