Since the line is in the (defun ruby-mode), major-mode isn't
set to 'ruby-mode while loading/evaling ruby-mode.el.  At the
moment, major-mode is still existing buffers major mode.

You can confirm this, by typing uppercase word in the buffer
which was active when ruby-mode was loaded.  The word would
seem font-lock-type-face(constants for ruby-mode).
