hmm, I found a rreadline-0.5.4.tar.gz on a FreeBSD mirror.
adding the rreadline folder to site_ruby and a writing readline.rb as follows:

require 'rreadline/RReadline'

fixes the 100% CPU usage for me, at least in irb.
