Robert,

How fixed is the input. If it is always of the same format, then what 
about:

input = '111|"aaaa" bbbbb|c'
output=input.gsub(/\"/,'""').gsub(/(.*)\|(.*)\|(.*)/,'\1|"\2"|\3')
