You may want to look at Scons (www.scons.org):

    "SCons began life as the ScCons build tool design which won
     the Software Carpentry SC Build competition in August 2000.
     That design was in turn based on the Cons software construction
     utility." ...

The architect of SCons is Steven Knight, who has also been
one of the maintainers of Cons. Based on Stevens work with Cons I
believe SCons will become a serious make alternative (building on
several years of experience from Cons).

Scons is written in Python, so maybe it doesn't appeal to those who
want an "all Ruby solution".

But it is definitely worth a look.
