Or, avoid the global with:

  class Test::Unit::TestCase
    class << self
      attr_reader :subclasses
      def inherited( subclass )
        (@subclasses||=[]) << subclass
      end
    end
  end

and then

  Test::Unit::TestCase.subclasses.each do |klass|
    ...
  end
