Yes, you can hard-code a specific width for the shift
register:  just remove the register_width arguments and
replace all the instances of the register_width variable with
the specific width you want.  At that point you should be able
to do simplifications like replacing the call to
bitmask(register_width) with a specific value.

Try making that change and post what you get.
