My idea for this is fairly simple:

1. We ask someone on www.ruby-lang.org to set up a mailing list for
   this, with a single account as the only valid poster, but with
   multiple readers

2. I'll set up the software on RubyGarden to inject messages to this
   list after I reformat them.

Does this make sense?
