See win32-service, available on RubyForge at 
http://www.rubyforge.org/projects/win32utils.

I need to fix the gem, but you can download and install the source 
manually if you have a compiler. I'll have 0.6.1 out tonight hopefully, 
with a fixed gem, including one with a precompiled binary.
