I wrote install.rb and setup.rb for the purpose.
install.rb is a single-package installer and setup.rb is a multi-package
installer. In this sentence, "package" means one set of command files
(bin/*), ruby scripts (lib/ruby/**/*.rb), ruby extentions (lib/ruby/**/*.so),
and data files. Other useful features are:

  * some options like --prefix, --rb-dir, --make-prog, ...
  * srcdir support
  * installer outputs a list of installed file names
  * It works with ruby 1.4 .. CVS latest

(entry name is "setup.rb", but it also includes install.rb.)
