Actually there are a few of us who organized the Ruby
Conference (http://www.rubyconf.org) actively working
on something like this now.  The main point is to help
sponsor future conferences, but the scope is flexible.
 The idea is, of course, to start simple.  

Expect more info here in the coming weeks.
