The way I handle this problem:

  I make a make a copy of folder ruby\lib\ruby\gems\1.8

  Uninstall Ruby

  Install new version of Ruby

  Recopy the folder 1.8 into ruby\lib\ruby\gems

  Note this is not a complete solution, you still have to reload gems
  that places files outside of the 1.8 folder structure  ... for
example in ruby\bin.
