Unless you can setup one all by yourself. If all you need is to run something to check CGI, you don't need web hosting. Then you can take for example Apache and make it run ruby scripts as CGI from proper directories. Or take some HTTP server (or daemon) from RAA and use it. But if you seriously building some CGI to be run at hosted service, you still can build the thingie on your own box (if you can) and then move the stuff to the public server to be run.
