web page = (virtual) file
image = (virtual) file

just use open-uri + read and write the contents somewhere.

require 'open-uri'

File.open('logo.gif', 'wb') do |f|
	f.write(open('http://www.google.com/intl/en_ALL/images/logo.gif').read)
end
