I suspect the backslashes need to be escaped:

h = YAML.load(<<END)
development:
   TWSDirectory: E:\\Jts\\dlqkjifys\\
   Second: E:\\Jts\\test\\
END

puts h.to_yaml

__END__

Output:

---
development:
   TWSDirectory: E:\Jts\dlqkjifys\
   Second: E:\Jts\test\
