Actually I would have liked the newsgroup to exist but I don't think it is really worth it, the english one has people from the whole world including french. Most programmer are able to at least write enough english to make themself understand. I have subscribed to some french mailing lists on programming related subjects and usually it is disapointing compared to the english version.
