It's almost historical reason.  Range operator behavior in conditional
is inherited from Perl *before* "..." became last excluding range
operator.

I thought it was too late to solve this "inconsistency" for
compatibility reason.  Simple advice is "don't use range operators in
conditinals".  It would give you warning in 1.7.x.
