Subject: Hoe does not like windows?

I get the following running rake -T on a project seeded for Hoe:

rake aborted!
couldn't find HOME environment -- expanding `~/.hoerc'

ruby -v:
ruby 1.8.6 (2007-03-13 patchlevel 0) [i386-mswin32]

and all gems are updated to latest.

Does hoe not run on windows?
