I'm not aware of any way to get online help for the ruby-gnome API. The best resource is the online Gnome C API, which you find can at http://developer.gnome.org/doc/API ; it's easy to translate from the C function names into the Ruby-Gnome classes and methods. Also, I've made quite a few improvements to the gnome binding since the release of 0.26 (GTK+ hasn't changed as much); if you are using Ruby::Gnome and run into any difficulties, take a look at the CVS code (see http://ruby-gnome.sf.net for a link to the CVS repository).
