Dunno how it works now, but at university they used something called "store" to distribute newly installed software, which ends under /store/ on all the various *nix servers. Symlinking on every server in /usr/bin doesn't seem too likely to happen, and I think that you're generalizing away larger systems with many users, IMHO.
