If you look in the ext directory of the Ruby source tree you'll see directories of extensions which come with the basic distribution, and tk's in there, but Qt's an add on. If you want something that isn't there then the Ruby Application Archive is a place to go and look - http://www.ruby-lang.org/en/raa.html. In the GUI section you'll find a link to the Ruby/QT project. You can follow those links to read about the project's state and download the source to build it on your system.
