I've found that previous versions of the Windows installer (prior to 1.6.5) work fine using your setup. Also, the mswin version of Ruby1.6.5 works fine with IIS. I recommend running with the mswin version of Ruby, or the 1.6.4 pragmatic programmers bundle, if you are trying CGI dev on windows. David Naseby
