I don't get it; what's wrong with the post?
He seems to be promoting Ruby, and implementing some AI stuff with it:
"Insimula - Intelligence Simulator was the first Ruby
project in Open Source AI on SourceForge, hopefully to be followed
by additional Ruby AI efforts that will be listed on this page.
http://sourceforge.net/projects/insimula/ is the summary page."

I think if not being "plain silly or very bad" would be a requirement 
for inclusion in the RAA, then some could say that about many projects 
they don't like or understand.
If the project doesn't hurt anyone, judging it further seems to be 
extremely controversial.
