My team just released our Ruby IDE called 3rdRail.  It's got solid
code completion, a cool dependency view, Mozilla perspective with DOM
browser and other stuff.  We showed it at RailsConf Europe and it had
a great reception.

Granted I'm totally biased, but I think it is the best tool
available.  As someone already said, the choice of tool is a personal
thing.
