Although this would be a better fit in the Rails mailing list, hope this 
helps you:

In your c:\instantrails directory, there is a file called use_ruby.cmd
In a console window, navigate to c:\instantrails - run InstantRails.exe 
to start the servers and then run use_ruby.cmd so that the path is set 
correctly for calling rails, etc.
