"Popular" is a relative term. It is certainly better known
over there than over here (USA).

I think there are fourteen (?) Ruby books in Japanese, as
opposed to one or two in English (and three or four coming
very soon).

Informal estimates have said that Ruby is more popular 
in Japan than Python.

On the other hand, I have known half a dozen Japanese
developers (in the last year) who have never heard of Ruby.
(Certainly, I told them all about it. :))

I can't comment on its use in various industries. I am sure 
that some Japanese developers from this list could do so.
