I'm a Fedora user and I don't know Ubuntu Server Edition but my best guess is that it's meant for servers :) Fedora is multi-purpose, you can choose Desktop, Workstation or Server. Probably what you want is: Workstation + a couple of server packages. If you want to use your Linux distribution to learn RoR then IMHO it doesn't really matter which one you choose.
