I think it will only be part of the commercial offerings around
Smallscript.

I've seen some works by the Haskell guys at Microsoft Research on how to
extend MS-IL (intermediate language in .NET) for genericity (parametric
types in func progs?!). They have plans to add it to MS-ILX (extended). If
so this might be useful.
