If Ruby's on the path:

#!ruby.exe

works for me.

http://localhost/cgi-bin/ruby_test.rb

But: I couldn't figure out how to set ub a different directory for Ruby; 
or that all .rb files are handled as Ruby files.

script alias, registry, and add application didn't work.
