If I am not mistaken, that should be #!/usr/bin/ruby. Or maybe you install 
your binaries at /ruby/bin/ ?

Did you use mod_ruby? if yes, take a look at my server config below:

  RubyHandler Apache::RubyRun.instance

If you don'y use mod_ruby, then use it :)
