Subject: openssl and windows

one-click installer, 1.8.6-25, XP.

in irb if I require 'openssl' I get
=> false

even so, openssl seems to work, i.e. I can encrypt and decrypt, list the
ciphers, etc.  why does the require return false?  if I do the same
thing on linux irb returns true.
