According to the documents in cgi.rb:

  print CGI::unescapeElement(
          CGI::escapeHTML('<BR><A HREF="url"></A>'), "A", "IMG")
    # "&lt;BR&gt;<A HREF="url"></A>"

  print CGI::unescapeElement(
          CGI::escapeHTML('<BR><A HREF="url"></A>'), ["A", "IMG"])
    # "&lt;BR&gt;<A HREF="url"></A>"

Is this acceptable?

# Firstly escape all HTML specials by CGI::escapeHTML, and then
# recover acceptable elements by CGI::unescapeElement.
