I personally use jEdit, together with the plugins "Sidekick" and
"RubyPlugin".
Alternatively, you might want to have a look at Arcadia
(http://arcadia.rubyforge.org/).

In addition, I find the following utilities useful for having a quick
on-line doc at your hand:
