I don't know about Canada, but Australia is the best place in the world, 
period.

As for hacker factor... Well, Perth in WA is one of the few cities in the 
world that has a person developing hardware for the C64, which IMHO is a 
sign or hacker-friendly climate! Ok, that's a bit far-fetched, but still: 
Australia is amazing.
