Besides the source code, there's at least the bug database and probably
other assorted project info/history. But I'm no expert here I am referring
to the information in the originally referenced article at:

After reading this article I went to the savannah site (
http://savannah.gnu.org/ )to check it out. While it doesn't yet have all of
the SourceForge functionality, it looks very promising. I especially like
their emphasis on packaging the software that runs their site so that anyone
can easily install it and run a site of their own. Couple this with the
ability to fully export and import projects, and you've got the ability to
easily move a project from one site to another.

What do you mean by "export" projects?  A tarball of each project's CVS
tree is created nightly, and is downloadable from the project's admin
page; this should be sufficient for moving the project to another site.
