Subject: [ruby-talk:26049] FXRuby on mingw

Hi,

I built FXRuby in mingw32 environment, and I've created this patch.

I want to merge this patch to next FXRuby release, please.

But, FXRuby uses setup.rb-2.1.0, this release can't specify options
for extconf.rb, so I have to modify setup.rb to specify paths to 
FOX headers and library.

If possible, I want to use setup.rb version 3 or later, that has support
to specify options for extconf.rb like this.

  % ruby setup.rb config -- -some-extconf-options
