Unicode used to be bad for CJK languages.  It unified characters too
much.  But I think it's improved.

The problem is that we still have plenty of:

  * text data in old encodings
  * programs that only understand old encodings

In addition, my editor does not treat Unicode well.  So, Unicode shall
be the future to go, but not near future for us in the asian country.

Of course, Ruby does understands UTF-8.  I mean I can't REMOVE local
encoding handling from Ruby in near future.  And I guess I should work
extensively on this I18N stuff in the future.
