I know that you=E2=80=99ve already solved this one,
but a nice generic solution for such cases is:

1. Go to http://packages.ubuntu.com/#search_contents
2. Put =E2=80=98net/https.rb=E2=80=99 in the keyword field
3. [Search]

You=E2=80=99ll find out quickly which package(s) can solve your problem. :)
