I even work with the concepts involved ;) This was just a misunderstanding based on terminology, and it has been resolved already. (I thought DAB was talking about the package, when he was talking about the parser.) I call a package of parser & manipulation API & writer: 'package', not 'parser'. So it's not the parser that writes out XML/some other format; the XML writer serializes a tree to XML. The tree, or extracts/fragments of it, that the parser generates, can also be serialized using whatever writer, for example ones own. An XML package should provide an XML writer, but doesn't have to provide other writers IMHO.
