I think all David is suggesting is that it isn't just:

XML document --> XML parser --> application --> XML writer --> XML document

But also:

XML document --> XML parser --> application --> non-XML representation

And so you can generalise:

Application --> XML writer --> XML document

And:

Application

Which are all "use cases" you need to be thinking about. Each can
potentially affect your design. For example if you are thinking only of XML
document through to XML document then it is possible for you to design your
tool to embed so much or hide so much that a) XML input alone to a program
is prohibitive; b) XML output alone is prohibative or even impossible; or c)
that (with a loose interpretation of "Application") that it is prohibative
or impossible to swap sources or destinations between the XML
source/destination and some other source/destination (e.g. A database).
