It is sad that I can say only Japanese version of the manual is available and it is being actively updated still now, on . It's on RWiki. Some documentations that are not included the standard distribution are available on Ruby Documentation Project which is also on Wiki style development. However so many documents to be done is still left undone. Probably the project have been forgotten....
