I did the same last night.  The README.win32 file within the ruby/win32 
directory is real straighforward.  Note: You need an *nix "rm" command 
and "byacc" to process the parse.y file.

I downloaded these tools:

and byacc from here:

http://sunsite.ui.ac.id/pub/win32/cygwin/latest/byacc/

i unziped/tared both and put them in my path.  Its awesome to have all these
*nix utilities packaged up without having to have the whole Cygwin environment.

BTW:  you _do_ need cygwin1.dll for byacc.exe to work.
