I don't think so, by default most programs compiled
from source are installed into /usr/local/ , but you
can easily change it while running the Configure script.

When you install from a binary package, rpm,  or deb,
packages are installed in /usr/.

Anyway, my Apache is configured to search for eruby in
cgi-bin, and I create a symlink myself.
