Ive had this since updating to 0.9.3
and cant figure out for the life of me how to make it go away.
I posted a bug on the tracker for 0.9.3

I even tried;
C:\>gem install c:\temp\DOWN\rubygems-update-0.9.4.gem

meh. guess I will have to go in and delete all my gem directories and

install all of them... :(
