i solved it like that =

yaml has now =

replaceto1: "<Passwort><![CDATA["
replaceto2: "]></Passwort>"


and my script has =

 s=config['replaceto1']<<"#{@cvsreg}"<<config['replaceto2']
[...]
    filesed!(config['replacefrom'],s,"#{file}")
