From experience with Ruby and the community I've learned that a good
process for these kind of questions is just to get the code out there in
an extension so people can begin using. After a while things settle down
and if enough people consider it a general and good extension sthen it
might very well make it into the standard stuff some day.

However, there is a balance between "much stuff in the base/std =>
power" and "much stuff in the base/std => hard to grasp".

Personally it would be enough to do

require 'datastructure/set'

and have RubyGems/Raa.succ download the package and install if I didn't
have it installed. So need not be in std/base. YMMV.
