The first issue is whether 1,3 -> 0,4 is allowed. I only got the "right answer" (i.e., second player can force a win) *after* I made that legal, so it seems to be important. The second issue is whether 3,4 -> 1,0 (via 1,6) is allowed. That's what my constant controls (and therefore it's somewhat misnamed). I don't think the Wikipedia article is clear on this issue, as it describes it as a "transfer" of fingers. If it had used the work "redistribution" of fingers, then I think we could say it's clearly disallowed. I think it makes sense to view the clap as a redistribution, so my personal preference is to disallow it. So that's my $0.02, FWIW.
