Since it's a portable app you probably want a windows distribution. AFAIK the distribution from InstantRails would work as "portble" out of the box. It would take some tweaking (mainly a bat file for the environment variables) to get the OneClickRuby to become portable. Have you heard of Ruby2Exe?
