Why would you want to link Ruby to doxygen? If you run doxygen on your
Ruby code, you don't link, so the GPL license of doxygen does not apply.

If, otoh, you make Ruby bindings to doxygen, and run doxygen through
these bindings, the GPL license of doxygen will apply.

Note that `doxygen` and exec("doxygen") is not linking.

Finally, when you keep the internal documentation to the doxygen
standard, noone prevents you from writing another tool that extracts
the documentation; the GPL of doxygen does not apply to the
documentation format withtin code!
